Action Implementation Plan
The Cool America Plan urges the White House to take action now to reduce Urban Heat and the heat-trapping pollution of climate change. The average air and water temperatures are rising with 2011 Heat Domes making this year hottest year in recorded history already surpassing 2010 (which was hottest year since 2005). Understanding that this black surface is 30˚-70˚ hotter than ambient air during daily peak heat and re-radiating heat into the atmosphere at night, it is simple to comprehend why the cities are heating up.
2012 Solar Flares: The Sun will be approaching the peak of its 11-year cycle, called “solar maximum” in 2012 so we can expect a lot more solar activity than in 2011. Some predictions put the solar maximum of Solar Cycle 24 even more energetic than the last solar maximum in 2002-2003. Dr. Nicola Scafetti of Duke University indicates that “Earth’s short-term temperature anomalies and the solar flare intermittency are linked,” explaining that “significant changes in solar activity should result in equivalent changes in the earth’s global temperature.” NASA is also now confirming that 2012 solar flares will play into the trend of increasing heat. The COOL AMERICA PLAN is about Changing the Color of Cities:

It is now known that Urban Heat Island is a man-made problem. In 2008, Secretary of Energy (DOE), Steven Chu made what the most important statement about the conclusions drawn as a result of DOE research, suggesting how we could address the challenge climate change when he said, "Changing surface colors in 100 of the world’s largest cities could save the equivalent of 44 billion tonnes of carbon dioxide — about as much as global carbon emissions are expected to rise by over the next decade."
