Cool-America Proposal
The "Cool-America Plan" is a an initiative which allows the White House to take immediate action in the creation of jobs in America that will enlist the participation of every man, woman and child in energy conservation community projects to improve the health and well being of our cities. The “Science of Cool” reducing Urban Heat and CO2 through the implementation of the cool roofs, cool pavements and cool exterior paints has been documented and is well established as a result of the work done by the Department of Energy Urban Heat Island Group for over eight (8) years. The implementation of the “Cool-America Plan” is the marriage of this research with a concise plan of action to stimulate the creation of jobs in America designed specifically to conserve America's energy resources.
Specifically, the use high albedo solar reflective coatings (qualified at .4 SRI or higher) as qualified by the Department of Energy research for cooling pavements, roofs, and building facades can be implemented to fast track American jobs and boost the economy while simultaneously correcting the effects of rising urban heat as follows:
(1) Reduced load on the power grid during peak heat reducing potential future blackouts in the cities
(2) Reduced C02 emissions, pollution and smog thereby improving the air quality of the cities
(3) Reduced toxic runoff of water into the cities water system
(4) Preservation and life extension of asphalt infrastructures in the cities through implementation of cool surface coatings
CALL TO ACTION
The "Cool America Plan” is requesting the following action by the White House:
- Tax incentives and grants for businesses, government and the general public to resurface roofs, pavements an facades with solar reflective products with a solar reflectance of .4 SRI or higher.
- Matching funds and low-interest loans for public-private project financing
- Tax incentives, grants and and low-interest loan guarantees for small businesses with commercially available solar reflective or energy reducing products
- Grants for training and education of the workforce, as well as DOE cirulum for educational institutions
- Opportunity for ALL americans to work, with special consideration for veterans, minorities, handicapped, and others who are ready to get back to work at something that really matters this time.
